The first edition of this paper was published in Social Science Review in June 1864. It was read at the Marylebone Literary Institution, Edward Street, Portman Square, on Tuesday 23 May, 1865.

Jenny suggests a further reprint might have taken place although this is uncertain as no date is given. A copy was acquired by Rhodes House Library at the University of Oxford on 21 March 1933.
